Monitoring and Evaluation Assistant

JOB PURPOSE

Reporting to the Research and Evaluation, and Learning Officer, you will assist to implement CRECO’s monitoring and evaluation activities such as data collection, data organizing and data sharing by working together with program team and partners staff. Your responsibilities will include the following principle elements of implementing program and project monitoring and evaluation plan, capacity building, learning, networking and coordination.

Your priority focus will be on the quality of program implementation in delivering CRECO’s strategic result areas:

(1) Democracy, Citizen Participation and Demand;

(2) Governance Sector CSOs Coordination and Strengthening; and

(3) Institutional Wellbeing.

Four overarching strategies have been adopted and cut across all the result areas, being, advocacy; members and partnership development; knowledge management; and capacity development.

MAIN RESPONSIBILITIES

  1. Implementation of program Monitoring and Evaluation plan

>Assist to conduct data collection with relevant program staff and partner’s staff by sharing forms or templates with partners, data collection and data saving.

>Conduct data verifications and cleaning through working together with the data collection team from staff and partners. 

>Analyze data and produce high-quality reports that highlight key findings, trends, and recommendations for program improvement. Ensure that evaluation findings and lessons learned are utilized to inform adaptive management and decision-making.

>Collect and document case study, lessons learned, champion the scaling up best practices and conduct beneficiary tracking according to CRECO protocols.   

>Conduct field visits for data validation and to monitor the quality and completeness of data sets and implementation; coordinate data collection at project sites to monitor program development and ensure timely compilation and reporting of data

>After monitoring visit, compile monitoring findings and prepare reports to share with respective project/programme focal and line Program Officer.

>Provide guidance and information/data to support the preparation and submission of donor reports, Quarterly and Annual Reports. This includes ensuring that the annual report dashboard is up to date with intervention inventory data, partner records and project beneficiary feedback.

>Initiate and coordinate studies and evaluations by external consultants related to project baseline/end line and evaluations by supporting the hiring process, overseeing quality and disseminating/sharing results.

>Assist to develop the overall framework for project M&E systems in collaboration with project staff, including requirements, reporting; develop and monitor project implementation plans to systematically document performance

>Assist to maintain existing indicator tracking tools; develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions. Generate indicator reports for tracking progress against key indicators as needed.

>Any other tasks related to the field of engagement, experience and expertise as and when required by CRECO and assigned by the supervisor.

2. Capacity Building

>Directly support staff and partners in the field for any capacity on using the online platform and using the M&E tools and template for data collection.  

>Regular M&E skill sharing with staff and partners.    

>Ensure colleagues are trained and competent in the use of CRECO monitoring and reporting system (Programme Management System). Provide advice and regular support to CRECO Consortium Members where required.

>Review and help maintain data integrity and consistency in multiple systems by programme teams and CRECO Members.

>Support capacity building of partner NGOs across all monitoring and reporting functions including data input, validation and reporting as per CRECO and donor requirements.

3. Learning, Networking & Co-ordination

>Assist to establish, develop and maintain relationships with the program field team of CRECO and Partners; 

>Assist to foster coordination and collaboration with relevant stakeholders, including government authorities, Universities, NGOs, and Civil Society Organizations, to enhance MEAL practices. Participate in MEAL-related coordination mechanisms, working groups, and networks;

>Assist to conduct quarterly programme performance reviews and learning sessions with programme staff and other stakeholders and monitor implementation of actions;

>Assist to conduct small-scale in-house mix-method studies, develop mobile phone-based data collection tools, analyze data and prepare report;

>Assist to develop learning documents from the results of M&E managed evaluations/studies as required;

>Generate organizational learning from monitoring and evaluation activities, document lessons learnt/case studies and share learning with potential audiences and users -both internal and external to promote and replicate best practices;

>Promote a culture of learning and knowledge sharing within CRECO. Ensure the documentation and dissemination of lessons learned, good practices, and innovative approaches;

>Package programme information in various ways for use in external engagement and fund raising and monitor compliance to contractual obligations and adherence to donor requirements.

QUALIFICATIONS, KNOWLEDGE AND EXPERIENCE

>Bachelor degree or above preferably in Anthropology/ Statistics / Development Studies / Economics / Public Health / Any other relevant social science discipline. Possession of a Certificate or Post graduate qualification in Monitoring and Evaluation is a MUST.

>Minimum of 2 (Two) years demonstrated experience in planning, monitoring and evaluation with reputed organizations, preferably with NGOs, donor agencies or civil society networks, is required.

>Knowledge on both qualitative and quantitative research methods; study methodology, tools for capturing knowledge and learnings, MEL tools and techniques, and application of computer software (MS Excel, SPSS, GIS, data visualization software) and monitoring devices is essential.

>Excellent analysis and writing analytical quality report skill is crucial; Knowledge and use of Mobile data collection and visualization tools especially Ona Data, ODK, KoBo Toolbax, SurveyCTO, SurveyMonkey and Power Bi is required.

>Good communication skills and experience to work with civil society organizations, university students and donors; pro-activeness, positive attitude and professional integrity is required as well.
